Location of birds as of 12:30pm, December 14.  Red-Throated Loon, red dot.  White-winged Scoter, black dot.  Harlequin Duck, blue dot.
Limited parking where arrow is pointing to for view of where  the Scaup typically hang out (1200+on 12/14).  Some room to set scope up on other side of road barricade here.
